Company Overview
CAT Consulting Service, LLC was established in the District of Columbia in 2004 to provide management services for the planning, design and construction of public and private buildings. Our Team has managed over $30 million of construction projects providing a full range of services to a variety of clients.
CAT Consulting Service has provided Energy Audits, Project Programming, Design, Construction and Construction Management services tailored to our client’s project mission and program requirements. Our primary area of focus is High Performance residential construction.
Our experienced staff anticipates project challenges and provides creative, cost effective solutions. Our project managers are meticulous in the review and documentation of project conditions.
We have assisted developers in the completion of over 35 projects, 5 of which have been LEED accredited and 1 of those being Net Zero.
About the Principal.
Chris A. Toussaint, Principal, is a graduate of Howard University and holds a Bachelor of Architecture degree. Mr. Toussaint brings an enormous amount of experience in several aspects of the construction industry and oversees the implementation of all management and business development functions.
Mr. Toussaint has served as CADD manager and Project Architect, working on projects including designs for the renovation of Childrens’ Hospital and Howard University Department of Zoology, DC Recreation Centers, housing complexes, and Shell Service Stations conversions throughout the metropolitan area.
Mr. Toussaint has worked to bridge the gap between Architects and Contractors during renovation of buildings where asbestos and lead-based paint would be impacted. As such he spent 9 years as a consultant to the US Public Health Service, inspecting and developing management plans for the National Institute of Health, Social Security Administration and Naval Security Facilities throughout the United States and Central America. Mr. Toussaint also lent his services to the Architect of the Capitol during the 1999 renovation of the dome of the U.S. Capitol in Washington DC, serving as the Quality Control Manager and overseeing the removal of over 100 tons of lead-based paint.
Mr. Toussaint served as the Project Manager for the DC City Council’s renovation of the Wilson Building. He has had additional municipal experience overseeing street repairs and the renovation of several DC Department of Parks and Recreation pool facilities, ball fields, playgrounds and other recreation centers.
Since 2007, Mr . Toussaint and CAT Consulting has been providing Design, Construction and Construction Management Services in the Washington Metropolitan Area and is one of the top producers of LEED Platinum homes in the District of Columbia.
